Bill Gates Wants to Establish Global AI Control

Bill Gates is advocating for a new international framework to regulate the riskiest uses of AI, claiming that individual governments and AI firms are unable to effectively handle increasingly sophisticated models on their own.

When the Microsoft co-founder travels to China in November, he hopes to meet with Chinese President Xi Jinping to discuss working together on AI safety. Gates told Reuters that if the US takes the lead, he thinks China might agree to limitations on the release of especially hazardous AI models.

Imposing government control

Gates’ suggestion transcends traditional technology regulation. He wants governments to keep an eye on whether sophisticated models can create molecules or offer features that could make biological attacks easier. As AI systems grow more adept at identifying and taking advantage of software flaws, cybersecurity becomes a significant concern.

That claim has been reinforced by recent events. This month, OpenAI announced that assessments of a future model demonstrated sufficient advancements in cybersecurity and agentic coding that the organization could no longer exclude “critical” cyber capabilities under its Preparedness Framework.

Introducing international oversight

Gates thinks that methods already employed for other technologies that pose cross-border risks could be applied to international oversight. Among his concepts is an international regulatory body that incorporates aspects of aviation safety and nuclear inspection. Monitoring high-risk capabilities would be the goal instead of severely limiting regular AI development.

But his worries go beyond security. Additionally, Gates has cautioned that AI might replace many white-collar and blue-collar jobs more quickly than earlier technological advancements. Stronger economic safety nets, taxes on AI-driven labor replacement, and reserving some jobs for humans are just a few of the policies he has proposed.

At a time when artificial intelligence has become strategically significant, the proposal would necessitate collaboration between geopolitical rivals. China has already openly backed the development of a global AI governance framework that includes risk-based testing, stricter cybersecurity regulations, and international collaboration against the use of malicious AI.

As a result, Gates sees U.S.-China coordination as essential to any successful system. Restrictions imposed by one jurisdiction could easily push dangerous AI development elsewhere if nations creating the most potent models do not share common regulations.
