What Is a Politically Exposed Person (PEP), and Why Does It Matter in Crypto?

A Politically Exposed Person, or PEP, is someone who holds or has held a prominent public position. Think heads of state, senior government officials, judges, military leaders, or executives at state-owned companies. The term also covers their close family members and business associates.

PEPs are not criminals. Most have done nothing wrong. But their public power creates a real risk: it’s easier for them to receive bribes, misuse public funds, or launder money without getting caught. That’s why banks and crypto exchanges treat PEPs as higher-risk customers and watch their transactions more closely.

What Is a PEP in Crypto?

In crypto, a PEP is the same type of person: someone in or connected to public office who now holds or trades crypto assets. Exchanges and wallet providers are expected to identify these users during onboarding, the same way traditional banks do.

Crypto adds a twist. Blockchain transactions can move across borders in minutes, with far less friction than a wire transfer. This makes crypto attractive to anyone trying to move dirty money quickly. So when a PEP shows up on an exchange, the stakes for getting the screening right are even higher.

Are Politicians Considered High-Risk Customers?

Yes. Politicians, along with senior officials, judges, and top military figures, are automatically placed in a higher-risk category. This isn’t a judgment on the person’s character. It’s a precaution based on their access to public funds and decision-making power.

Being high-risk doesn’t mean a politician can’t use a crypto exchange. It means the exchange has to do more work before and after opening the account, checking where the money came from, watching the account more closely, and reviewing it more often.

What Is Enhanced Due Diligence?

Enhanced due diligence, or EDD, is the deeper background check exchanges must run on PEPs and other high-risk customers. Regular customers usually go through standard checks, such as confirming their identity and address. EDD goes further. It typically includes:

  • Verifying where the person’s money and wealth came from
  • Getting sign-off from senior compliance staff before opening the account
  • Monitoring transactions more frequently
  • Reviewing the relationship on a regular schedule, not just once

EDD isn’t a one-time event. It continues for as long as the person remains a customer.

Can a Crypto Exchange Serve a PEP?

Yes, in most cases. Serving a PEP isn’t illegal or against global standards. What matters is whether the exchange applies proper controls. Regulators expect a risk-based approach: exchanges assess how risky the specific person is, then apply checks that match that risk level.

Some exchanges choose to avoid PEPs entirely because the compliance burden is too costly for their business model. Others build dedicated compliance teams to serve this group properly. Both are valid business choices, as long as the exchange follows its own stated policy consistently.

What Are PEP AML Requirements?

Anti-money laundering (AML) rules for PEPs generally require exchanges to:

  1. Identify whether a customer is a PEP, using screening tools and databases, at onboarding and on an ongoing basis
  2. Assess the level of risk the person presents
  3. Apply enhanced due diligence, including source-of-wealth checks
  4. Get senior management approval before starting or continuing the relationship
  5. Monitor transactions on an ongoing basis for unusual activity
  6. Keep records of the checks performed, in case regulators ask

These requirements come from global bodies like the Financial Action Task Force (FATF), and are written into national laws in most countries with active crypto regulation.

Are Family Members of Politicians Considered PEPs?

Yes. Close family members, spouses, children, parents, and sometimes siblings usually fall under the same category. This is called being a “PEP by association.” Close business partners and known associates of a PEP can also be flagged.

The reasoning is that a corrupt official can just as easily move money through a spouse’s account or a business partner’s wallet. Screening only the official and ignoring their inner circle would leave an obvious loophole.

What Is Source of Wealth vs Source of Funds?

These two terms sound similar but answer different questions.

Source of wealth asks: how did this person build their overall net worth over time? This could include a salary, inheritance, business ownership, or investment gains.

Source of funds asks: where did this specific transaction or deposit come from?

For example, if a PEP sends $50,000 to a crypto exchange, source of funds asks where that particular $50,000 originated, a salary payment, a property sale, or something else.

Exchanges doing enhanced due diligence usually need to verify both. Source of wealth gives the bigger picture. Source of funds checks the specific transaction in front of them.

How Do Crypto Firms Screen Politically Exposed Persons?

Most exchanges use a mix of tools and processes:

  • Screening software that checks new customers against global PEP and sanctions databases during sign-up
  • Ongoing monitoring since someone can become a PEP after their account is already open (for example, after winning an election)
  • Document verification to confirm identity, address, and, for PEPs, source of wealth
  • Transaction monitoring systems that flag unusual patterns, large transfers, or activity that doesn’t match the customer’s profile
  • Periodic reviews, often annually for PEPs, to make sure the risk assessment is still accurate

Smaller exchanges often rely on third-party compliance vendors for this screening, since building it in-house is expensive. Larger platforms tend to run dedicated compliance teams.

Why This Matters for Crypto’s Future

PEP screening is a standard expectation as crypto regulation matures worldwide. Exchanges that get this wrong risk fines, loss of banking partnerships, or being shut out of key markets. For an industry still working to earn regulators’ trust, handling PEPs correctly is one of the clearest signals that a platform takes compliance seriously.
